This was a sort of Junior B version of the Ottawa City Junior League. The teams played on various playground rinks across the city and area.

Nevertheless its champions were eligible for the Memorial Cup and did play in the Ottawa District Junior Playoffs for a time.

The league was first organized in 1931 and played until 1939. World War II caused a personnel shortage and the league suspended operations from 1939 to 1942. It operated in 1942-43 with overage players which led to its suspension.

In 1943-44 there were only three teams in the league. It then folded.
