The previous Canadian Professional Hockey League became the International Hockey League in 1929. A new league was formed which was both a farm league for the new International League and a way for professional players in Ontario to make some money.
This new league only lasted one season. It became the Ontario Professional Hockey League (1930-31) the following season.

The rules of the league were that if the third place team finished four points or less behind the second place team then a semi final would be played between them. Kitchener finished six points behind so no semi final was played.
