The teams were paired off in to two groups one having five teams and the other having four. Each group played a single round robin within its group. The team finishing with the most points (including fair play points) advanced to the next round.
The 1st, 4th, 5th, 8th and 9th place teams made up the Richer Group while the 2nd, 3rd, 6th, and 7th place teams made up the Legace Group.
