The 2013 World Junior Ice Hockey Championships, Division I was played in two groups of six teams each. In each group the first place team was promoted to the next level, while the last place team was relegated to play in a lower level. The winner of Group B was promoted to Group A and the winner of Group A was promoted to the top division.[1][2] Group A was played in Amiens, France, between December 9 and December 15, 2012. Group B was played in Donetsk, Ukraine, between December 10 and December 16, 2012.[3][4]

 Denmark Placed 4th in Relegation round of the Top Division and were relegated in 2012.
 Belarus Placed 2nd in Division I A last year.
 Norway Placed 3rd in Division I A last year.
 Slovenia Placed 4th in Division I A last year.
 Austria Placed 5th in Division I A last year.
 France Host Placed 1st in Division I B last year and was promoted.

 United Kingdom placed 6th in Division I A last year and was relegated.
 Kazakhstan Placed 2nd in Division I B last year.
