The NCHL's 5th season saw the league drop to a new low of seven teams as Drayton Valley moved back over to the Chinook League, while Athabasca and Swan Hills both folded after having problems attracting players. Westlock had the best team that year, but were surprisingly upset by Slave Lake in the North Division finals, while Grande Cache defeated Hinton in the South Division finals. Grande Cache, despite having a losing regular season record upset Slave Lake in the league finals to become the 1999-2000 champions.
The NCHL all-star game was played in Hinton.
