The 98-99 season again saw some changes as the Westlock Wolfpack were added, bringing the league to 10 teams. Unfortunately, the Athabasca Aces folded just over half way through the season due to a shortage of players, and the Swan Hills Knights folded after the regular season due to the same problem. Slave Lake and Drayton Valley had by far the best teams in the league and it was fitting that they met in the league finals for the second year in a row, which the Wildcats won, becoming the first back to back league champions.

The NCHL all-star game was played in Fox Creek.
