This was the 1995-96 West Coast Hockey League season. This was the league's first season.
The league was mainly formed from the senior level Pacific Southwest Hockey League. All of the franchises except San Diego directly tie back to the PSHL. The San Diego team was replacing the city's International Hockey League team by the same name, which relocated to Los Angeles after the previous season and became the Los Angeles Ice Dogs. CSKA Moscow was a touring Russian Army team that played two games against each team.
