The Harricana League had been an Intermediate A league in northwestern Quebec (then a part of the Northern Ontario Hockey Association) since 1960-61. This year its classification was changed to senior, due in a large part to the fact that senior hockey had collapsed in the rest of the region. It was the only senior league left and in fact there was no other Intermediate A league left, either.
The league champion would advance to the 1964-65 Eastern Canada Allan Cup Playoffs while the runner-up advance to the 1964-65 Northern Ontario Intermediate Playoffs
